GCC checklist, row by row

Every General Certificate of Conformity requirement on a product's checklist, and how to record it.

Every row of a product's GCC checklist, in the order the checklist shows them, with the regulation's full wording, who does the work, when it applies and each way to record it. The checklist itself keeps only the row's name, its citation and the buttons to record it.

INFO: For imported goods the certificate is YOURS to issue, not the factory's. RULE_SET separately checks what the certificate must contain; this is about holding it and the test results behind it.

General Certificate of Conformity (16 CFR 1110.7(a), for each product). For a product manufactured outside the United States, the IMPORTER is the finished product certifier and must issue the certificate — not the foreign factory. Its contents are checked separately against 16 CFR 1110.11.

Whose work it is: Yours to issue. Once you have issued the certificate for this product and hold it on file, record that here.

When it does not apply (15 U.S.C. 2063(a)(1)) — once you record that, the row says: “Not applicable — this is a children's product, so the finished product certificate it needs is a Children's Product Certificate (CPSA §14(a)(2)), not a GCC. It is listed under CPSIA.”

How it is met:

  • You issued this certificate and hold it on file — Confirm you have issued the General Certificate of Conformity for this product and hold it on file.

Test records behind the certificate (5 years) (16 CFR 1110.17(a), for each product). Records of the test results the certificate rests on, kept for at least five years from the date the certificate was created. The certificate alone is not the record.

How it is met:

  • Your recorded confirmation — Confirm you hold the test results this certificate rests on, and will keep them for five years from the certificate date.

INFO: This lists what the checklist records. It is not legal advice, and a row recorded in Aleph is not a finding that the product complies.
