CPSC eFiling of certificates (in effect July 8, 2026)

CPSC's revised certificate rule (16 CFR part 1110, published January 8, 2025 at 90 FR 1800, with a correction at 90 FR 45917) requires importers to file certificate data electronically with US Customs (CBP) at the time of entry. It covers both kinds of finished product certificate: the Children's Product Certificate (CPC) and the General Certificate of Conformity (GCC).

What the rule requires:

• For an imported finished product that must be certified, the certificate data in 16 CFR 1110.11 is eFiled in CBP's Automated Commercial Environment (ACE) at the time of filing the entry (16 CFR 1110.13(a)(1)). This includes products eligible for the de minimis duty exemption.
• Products imported by mail are entered into CPSC's Product Registry before the product arrives.
• An eFiled certificate must be in English (16 CFR 1110.9(a)).
• The certificate must still be furnished to each distributor and retailer, and made available to CPSC or CBP within 24 hours of a request (16 CFR 1110.13(b)–(c)).

When it applies:

• July 8, 2026 — most imports
• January 8, 2027 — products and substances imported into a foreign trade zone and then entered for consumption or warehousing

How to prepare:

1. Make sure every product that needs a CPC or GCC has a complete, current certificate, with the content 16 CFR 1110.11 now requires (see Generating a CPC for your children's product)
2. Confirm with your customs broker how they will file the certificate data with each entry
3. Keep each product's certificate and supporting lab reports together, so the data is at hand when an entry is filed
